"Citizenship Suits Us All" Campaign

The Coalition “Pass(t) uns allen” (“Citizenship Suits Us All”) campaigns for fair citizenship, naturalization and voting rights.

"Pass(t) uns allen" (“Citizenship Suits Us All”) is a nationwide alliance of migrant and anti-racist groups, organizations, initiatives, and individuals campaigning for a just German citizenship, naturalization, and electoral rights regime. The alliance was initiated by Miman Jasarovski — who, like many others, was born in Germany but still does not hold German citizenship — together with Olga Gerstenberger and activists from With Wings and Roots. Together, we gathered a larger coalition to formulated the campaign’s demands and continue to build collective power, expanding membership across Germany. Currently, the network is coordinated by the Migrationsrat Berlin.

Why this matters

In Germany, millions of people live without German citizenship despite having made Germany their home, including being born here. More than 14 million non-citizens currently reside in the country, with millions of them of voting age and contributing to society, yet excluded from full democratic participation. This exclusion creates a democratic deficit, leaving whole communities without political voice, vulnerable to exclusionary policies, and unable to shape the laws and conditions that affect their lives. Without comprehensive citizenship rights and voting access, people can remain unprotected against deportation, unable to vote, and subject to structural barriers in daily life — deepening inequality and weakening democracy.

What We Do

"Citizenship Suits us All" works at the intersection of community power and systemic change by:

Community Organizing: Building networks of migrant-led groups, self-organizations, and allies across Germany to co-craft shared demands and political strategy.
Political Advocacy: Articulating clear policy demands and engaging government and political institutions to transform citizenship, naturalization, and voting law.
Media, Press & Narrative Work: Publishing open letters, campaign materials, and digital media (including films and stories) to shift public narratives about belonging and inclusion.
Coalition Building: Connecting organizations across sectors — from anti-racism groups to migrant associations — to strengthen collective leverage and mutual support within Germany’s civic landscape.

Project Components

Below are the major components that make up the Passt Uns Allen campaign:

Policy Demands & Campaign Platform: A set of clear, transformative policy demands: Unconditional citizenship for everyone born in Germany; Free, unbureaucratic naturalization for residents with three years of residency; Legal authorization for multiple nationalities; Full active and passive voting rights at federal, state, and local levels for all residents with at least three years of residence.
Petition & Public Mobilization: A nationwide petition to secure broad support for the demands and bring public pressure to policymaking arenas. innn.it
Narrative & Education Materials: Short films and public communications projects that center lived experiences of statelessness, exclusion, and belonging — such as “Das Recht, Rechte zu haben”. PASSt uns allen
Advocacy & Outreach: Strategic engagement with policymakers and civil society to elevate reform proposals within legislative debates around citizenship law.

Outcomes / Impact

National narrative and education reach through film: The alliance co-produced the short film Das Recht, Rechte zu haben, which has screened in multiple cities across Germany as part of public events combining film, discussion, and calls to action. The film has been featured on the website of the Federal Agency for Civic Education (Bundeszentrale für politische Bildung), significantly expanding its educational and public reach.
Increased media visibility for migrant-led expertise: Coalition members have received extensive press coverage in national and regional media, positioning migrant-led organizations and activists as key public voices on citizenship, political participation, and democratic inclusion.
Strengthened national coalition infrastructure: Passt Uns Allen co-hosted a national convening of approximately 50 organizations, creating space for strategic alignment, shared learning, and long-term coalition building across regions and sectors, in partnership with allied civil society organizations.

Reimagine Belonging Curriculum

The Reimagine Belonging Curriculum offers accompanying educational resources to our German timeline and Story Collection. It consists of three modules: 1. Migration, 2. Racism and 3. Identity and Belonging. The activities are designed for different subject areas and are suitable for working with youth aged 14+, as well as young adults and educators. The activities are diverse and range from exploring labor migration and asylum, to reflecting on one’s own identity and experiences with exclusion.
